Offshore hosting I think that is the one which is located in not the same area as you are from. So everything depends on your location. Moreover warez is not allowed on many web hosting services

As you know, Internet is rooted in US, so anything outside will be considered offshore.Offshore hosting is usually cheaper than usual hosting, and they are attractive when you have more content types than it is allowed.

One of the advantages is that the company is located in a country with lower quality laws, but this can also be classified as a negative factor.
