I am sure by now it must have been completed. I think you should wait for your site to get finished completely and then go in for a Domain name.

What type of site are you proposing to launch?
I would buy a domain immediately to try to get SEO recognition.
I would also register and install Google Analytics to monitor your historical reporting progress and visitor sources.
As far as SEO is concerned I understand it is not good to have a “Site Under Construction” banner so you could create a simple web page with your elevator pitch and or blog detailing progress and expected launch date.
Maybe also start gathering emails and visitor comments and or suggestions.

First, you start with keyword research, this includes assessing all of the root phrases, synonyms, keyword modifiers and potential keyword variations a consumer in search of a solution might use when searching for the product or service type.
