As SEO consultants are doing their job well but sometimes it found that the targeted keyword based website is not able to meet up visitors requirements although they are advertising a lot. It's my concept we should be careful about the we are not cheating with the visitors via SEO. what do you think about it?

cheating is no best way in the seo purpose because every thing Google check your work.

if seo is queen ,the content is king..google also evaluates the contents of the site..

You are absolutely right, we are never cheating with our visitors. But now a days you have to perform frequent keyword searching and then-forth upto date your content of the site......

White hat SEO is definitely a legal way. But black hat is completely illegal activity.
